5. Both yourself and His Excellency the Governor

are intimately acquainted with the scene of labour and

the conditions under which the work is done.

6. Petitioners have entered at considerable length

into comparison, with Singapore which however are immaterial. For years certain work has been done by the

Marine Sorters and now that the work between '95 and '99

has increased 56% the same staff is inadequate.

7. In view of these representations I desire to add to my recommendations dated 10th instant the addition of one clark for the General Office commencing

at $480 and of two Marine Stampers at $144 each.

8. This will also entail a travelling allowance of $40 a month to three clerks or a total of $1,440 e

year.
